This article on "Governance Struggles and Policy Processes in Disaster Risk Reduction" is a case study from Nepal in the context of reduced state responsibility and global platforms for disaster risk reduction (DRR), various stakeholders engage in DRR efforts. However, the role of the state is often overlooked, and integrating DRR into development becomes challenging, especially in weak state apparatuses like Nepal. The political situation in Nepal has hindered progress in providing a legislative framework for effective DRR. This paper examines key DRR initiatives, such as the National Strategy for Disaster Risk Management and the Nepal Risk Reduction Consortium, developed despite governance challenges. Non-governmental organizations, multilateral agencies, and donors have made significant progress in mainstreaming DRR despite resistance from government departments. Still, without stronger engagement of key political actors, further DRR progress may be limited. The findings have implications for other post-conflict countries or weak states involved in DRR.
