Institutional arrangements for disaster management in federal countries: Lessons for Nepal

Summary

The Government of Nepal, Ministry of Home Affairs (MoHA) initiated the process of setting up the National Disaster Risk Reduction and Management Authority (NDRRMA) in mid-2018. United Nations Development Programme (UNDP) and Department for International Development (DFID) have agreed to work jointly to support MoHA to define the appropriate structure and function for the Authority and to carry out an Organization and Management (O&M) Survey. The findings and recommendations of this report are useful in the context of defining the most appropriate structure and functions of the NDRRMA. This report is also a useful resource summarizing the concepts and practices of DRRM from an institutional point of view.
