Needs and Capacity Assessment of Fourteen Rural and Urban Municipalities on Disaster Risk Reduction and Management in Nepal

Summary

This study aims to provide an overview of needs and capacities at the municipal level in the context of new legislative changes in Nepal and for the implementation of the National Strategic Action Plan for DRRM 2018-2030. Nepal's 2015 constitution shifted significant power to provincial and municipal levels, assigning disaster management responsibility to local governments. The Disaster Risk Reduction and Management Act, of 2017, and the Local Government Operation Act, of 2017 outline comprehensive disaster management actions for municipalities. Despite their crucial role in disaster response, municipalities face challenges in understanding DRRM concepts and lacking technical capacity, and financial resources. The International Organization for Migration conducted an extensive assessment in 14 municipalities across all seven provinces, focusing on knowledge gaps, understanding of disaster risks, promotion of resilient development investments, and enhancing preparedness.
