The Disability Inclusive Disaster Risk Reduction (DIDRR) Resource Book is a crucial guide developed under the leadership of the Ministry of Federal Affairs and General Administration (MOFAGA), with support from USAID and led by the private company Atullya Foundation. It was created with the participation of the National Federation of the Disabled (NFDN) and ten types of Organizations of Persons with Disabilities (OPDs) classified by the Nepal Government, along with related stakeholders, including DPNet Nepal, the UN, Red Cross, and DRR experts. This book aims to localize DIDRR in Nepal by providing essential frameworks, policies, and action strategies to ensure disaster risk reduction measures are inclusive of persons with disabilities. It is designed to assist policymakers in local government by considering Nepal's geographic conditions, as highlighted in the Disability Inclusive Get Ready Guidebook of Ministry of Home Affairs (MOHA).
The book emphasizes the need for a systemic approach that integrates disability perspectives into national and local DRR policies, ensuring that disaster preparedness, response, and recovery efforts consider the unique vulnerabilities and capacities of individuals with disabilities. It serves as a practical guide for local governments, policymakers, development organizations, and DRR practitioners to implement disability-inclusive measures effectively. Additionally, it acts as a valuable advocacy document for persons with disabilities and their caretakers.
The resource book highlights the importance of multi-sectoral collaboration, accessibility considerations in disaster response, and the active engagement of persons with disabilities in DRR planning and decision-making. It is the first book of its kind to address the concerns of climate change and its effects on persons with disabilities in Nepal. Furthermore, the book aligns with global frameworks, such as the Sendai Framework for Disaster Risk Reduction, while tailoring its recommendations to Nepal’s specific socio-political context. By integrating disability inclusion into DRR strategies, the book seeks to create a more resilient and equitable disaster management system in Nepal.
