Summary

The Minimum Standards for Education defines the minimum educational quality and access needed during emergencies and recovery. These standards have significantly improved access to education for children and youth in crisis situations, with education in emergencies now seen as vital for saving lives and fostering hope, as demonstrated by experiences in places like Haiti and Sudan. The 2010 edition builds on this knowledge, emphasizing the importance of education as both a survival intervention and a pathway to future opportunities. This handbook contains five domains: Foundational standards, Access and learning environment, Teaching and learning, Teachers and other educational personnel, and Education policy. These domains focus on enhancing quality and holistic response, safe and effective learning and teaching, management of human resources in the field of education, and policy formulation and implementation.

It furthermore strengthens context analysis and key issues: protection, psychosocial support, conflict mitigation, disaster risk reduction, early childhood development, gender, HIV and AIDS, human rights, inclusive education, inter-sectoral linkages (health; water, sanitation, and hygiene promotion; shelter; food and nutrition) and youth.
