Summary

This document is based on the "Establishment and Operational Guidelines of the Volunteers Bureau of Neelkantha Municipality, 2079." It addresses the need to mitigate both natural and man-made risks and highlights the importance of local community members taking the lead in disaster response. However, there are challenges such as a shortage of skilled personnel at the local level, limited public awareness, and insufficient financial and material resources for preparedness, response, and recovery activities. Recognizing the necessity of effectively and systematically mobilizing volunteers in disaster preparedness and response efforts, Nilakantha Municipality has utilized the authority granted by Section 5 of the Disaster Risk Reduction and Management Act, 2076 (at the project level) and Section 11 of the Federal Act to prepare this volunteer mobilization guideline for mobilizing volunteers during disasters.
