Summary

The Kathmandu Metropolitan City Act for Environment and Natural Resources Conservation 2077, is crafted to safeguard the fundamental rights enshrined in the Constitution of Nepal. These rights include the right to a clean environment, efficient resource utilization, sustainable development, and maintaining a balance between the environment and development, along with conserving the environment and biodiversity in accordance with the rights granted by the constitution under Article 221, Schedules 8 and 9. The formulation of this act is guided by and seeks to exercise the rights provided by the Local Government Operation Act, 2074.
