This Sphere Handbook 2004 edition is built on two core principles: alleviating human suffering in disasters and conflicts and respecting the dignity and right to life of those affected. It serves as a handbook, a collaborative process, and a commitment to quality and accountability. Launched in 1997 by humanitarian NGOs and the Red Cross and Red Crescent Movement, this international initiative aims to enhance the effectiveness and accountability of humanitarian assistance, and the revised handbook reflects recent developments and collective efforts of the humanitarian community to improve humanitarian assistance programs.
