Nepal faces significant climate change risks, impacting human well-being and sectors like agriculture, water resources, and infrastructure. In this regard, the country has implemented the National Climate Change Policy, 2076, and initiatives like the National Adaptation Program of Action (NAPA) and Local Adaptation Plans of Action (LAPA) to enhance climate resilience at local levels. The objective of this framework is to focus on development and construction at the local level to build a climate-resilient society. It emphasizes climate change adaptation and disaster risk reduction in the overall process of resource management and mainstreaming management. The LAPA framework also aims to integrate climate change considerations into local development and resource management processes.
