The socio-economic recovery plan is the aggregate of actions to be taken in a planned manner to address the need for post-disaster reconstruction, rehabilitation, and recovery based on the assessment of the damage caused by the disaster. In order to fulfill the constitutional rights and legal obligations, the local government needs to carry out the tasks of post-disaster socio-economic recovery in a systematic, quality, and accountable manner. Therefore, this operating procedure provides a guideline for the local level government for the formulation of a Post-Disaster Socio-Economic Plan.
