Nepal is prone to various disasters such as earthquakes, landslides, floods, wildfires, epidemics, and others. The high vulnerability and limited capacity of the country have resulted in significant damage to public and private properties, infrastructure, and other structures. In order to minimize and manage the risks posed by such natural and man-made disasters, and to establish a mechanism for disaster risk management at the local level, the establishment and operation of the Disaster Risk Management Fund have been deemed necessary. Therefore, exercising the authority provided in Section 48 of the Disaster Risk Reduction and Management Act, 2074, this procedure has been issued to implement the provisions for disaster fund mobilization.
