This paper examines institutional mechanisms for assessing, monitoring, communicating, and responding to flood risk across three river basins in eastern and western Nepal. It explores opportunities for strengthening these services within the new federal structure. Decentralizing responsibilities and resources could offer significant benefits, such as detailed risk maps, local monitoring station investments, and increased focus on response planning and community engagement. To realize these benefits, community-based and non-governmental organizations need better integration into the national system, and local agencies require substantial training and capacity development to fulfill their new responsibilities.
