The late monsoon started from the 10 July, 2007 has triggered flood and landslide in 28 Districts the country.
Flood has affected Far Western District; Kailali , Mid Western Districts; Bankey, Bardiya and Dang, Western District; Nawalprasi and Rupendhei Eastern Districts; Sunsari, Morang Jhapa and Udayapur and Central Terai Districts; Rauthat, Bara, Parsa, siraha, Sarlahi, Saptari, Mohhatari, Dhanusa, Rauthat Whilst, Landslide has affected Baglung, Jajarkot, Puythan, Ramechhap, Saynga, Shankhuwashaba, Gulmi and Bajura Districts. Preliminary assessment carried out by NRCS DC has recognized that 57 people have died; displaced families are 3, 962 and over 41,092 families have been affected, 9 are still missing and 47 are injured. Total 237, 312 people reportedly affected through the country. The assessment has highlighted immediate shelter, clean drinking water and food needs. Health issues appeared in five districts; Rauthaut, Dhanusa, Bardiya, Banke and Kailali and potential to appear in other affected district, if logging continued for more days. The continued rain fall has water logged settlements area and farm land and is adding value to flood affects. The communication system, transportation network is destroyed and hampering relief and rescue operation.
NRCS DCs have mobilized staffs and volunteers teams for assessment and relief operation and detail assessment is being carried out by District Chapters. NRCS DCs has provided food to over 6,000 families, covering estimated 36,000 individuals and NFRI to 1,597 families. NRCS DC and HQ have been coordinating with local government authorities and other stakeholders to run relief and response operation.
NRCS HQ has deployed its staffs to affected District to support assessment, coordination, distribution and reporting. Besides that NRCS HQ decided to allocate NRs. 15,000 to affected district Chapters for mobilization, coordination, communication and dry food distribution. NRCS HQ warehouse and Regional warehouses have NFRI stock for 25,000 families

NRCS hold stakeholder meting with UNICEF, WHO, UNOCHA, UNDP, SC-US on 27 July, 2007 at HQ to share and discuss on needs following emerging deteriorated flood situation. The meting discussed on coordination, communication and information to secure effective response.
Similarly, MOHA called on meeting on 27 July, 2007 to discuss on current situation. MOHA has provided 3000 kg of beaten rice, 200 kg of noodles and NRCS/HQ agreed to provide 150 tarpaulin and 5 role of plastic sheet and UNICEF provided water purification tablet which will secure need of 13,000 affected people for 10 days, is transported to Dhanusa by NA chopper on 28July, 2007 together with NRCS staff,. NRCS will be facilitating and coordinating in the assessment and distribution process.
NRCS HQ has coordinated with UNICEF and secured water purification tablets/liquids for Rautahat District, Kailali and Dhanusa for flood victims.
NRCS Bardiya DC has been coordinating with CDO, DDC, FNCCI, NA and Nepal police for securing rescue and food availability FNCCI has provided 50 Tarpaulin to NRCS DC.
Coordination meeting are being continued in all affected District together with NRCS, Government authorities and all stakeholders. Joint assessment and relief distribution team are formed in the Districts.
A coordination meeting was held on 28 July, 2007 together with NRCS Banke and Bardiya, ICRC-Nepalgunj Delegation, SSP Banke, NA, UNMIN, UNOCHA, UNDP, WFP, DFIS/CSP, SC-US, CARE, PLAN, RRN, BASE, SC-Alliance and LWF. Commitments and contribution are being received from different organization. DAO/Government has contributed NRs. 875, 000 for Banke in cash and food delivery. SC-US has contributed USD 10,000 for food in Bnake and Bardiya, and NRs. 150,000 for logistic and transportation. The SC-US supported DRR programme District Chapter could use small scale transportation and admin cost to secure relief and response operation. UNDP has provided 5 hours chopper flight cost for transportation of food and relief supplies in Banke and Bardiya. CARE Nepal has secured USD 2,000 for relief and response operation. DFID/CSP provided NRs. 600, 000 for Banke and Bardiya for food and relief distribution. Plan Nepal and RRN has secured NRs. 700,000 and NRs. 400,000 for food procurement. Similarly CARE, SC-US, ICRC, RRN and UN-agencies has been providing vehicle with their driver for rapid assessment team and internal transportation.
Preliminary estimated relief and response operation cost is around NRs 51, 00,000 and available resource mapping is around NRs. 40, 03, 000, defecting NRs. 10, 97,000 for Banke and Bardiya.
NRCS has stock of 700 NFRI (500 under DRR programme), ICRC has 700 NFRI kits, UNICEF has 500 set and RRN has 300 NFRI kits, which could be used for banke and Bardiya. SCF has also 300 baby sets in stock, could be distributed by NRCS in Banke and Bardiya.
NRCS Banke coordinated sectoral assessment meeting on 29 July, 2007 together with CDO, DDC, DPHO, UNOCHA, WFP, UNDP, UNICEF, CS Allialnce/US, DFID, ICRC, LWF, CARE, RRN, DPROX, BASE, B Group, NRCS Banke and Bardiya and other local representatives. The meting has confirmed five assessment team; three for Banke and two for Bardiya. NRCS, WFP and other stakeholders has decided ready to eat food ration calculator, which consist of 7 kg beaten rice, 888 gram sugar, 10 pcs biscuits for child, 5 packets of noodles for first five days.
The coordination meeting are being held at Kailali with the presence of NRCS Chapter, Gov. agencies, World Vision, DDC, DDO, BASE, SC-US. Five field assessment teams and five relief teams are formed involving BASE, World Vision, Local Government Authority representatives and NRCS is heading each team. In Kailali, DFID/CSP supported NRs. 200,000, World Vision 109, 500, Save the children-US NRs. 100,00 in cash and kind for kailali NRCS for relief and response operation.
FNCCI Bardiya has provided 712 kg of beaten rice, dry snacks 580 kg to NRCS Bardiya District Chapter.
Constraints:
NRCS DC are processing assessment through sub-chapter and detailed situation is still imprecise. The assessment and relief distribution is hampered by incessant rain fall and water logging. In some district, security situation is still transitional and might hamper assessment and relief process. Transportation and delivery of relief material in some part of the affected VDCs are still hindered due to weather and bad condition of road network.
